Personality: In many ways, Shouto's quirk--Half Cold, Half Hot--is reflective of his personality. He is a person of contrasts and extremes, both hot and cold, passionate and analytical. This isn't to say he has a split personality or anything, but conflict between his halves and the search for balance and resolution is an essential part of his character arc and growth as a person.
On the surface, Shouto is calm, cool, a stoic type who keeps his thoughts to himself and always gives the impression he's got a handle on whatever's happening. He rarely smiles, keeps himself focused on performing well at school and training his skills, and doesn't really make small talk with his classmates. Referred to as 'cool,' 'manly,' and 'intense' by people like Mina and Kirishima, he's the stereotypical ice prince to almost all of UA. His confidence in his abilities and strength when paired with his general brusque demeanor frequently make him come off as arrogant and rude, as seen in particular clarity during the UA sports festival during his first semester at school, where he outright tells Midoriya in front of their entire class that he's sure he's above Midoriya in terms of practical strength, and his follow-up after Kirishima tries to defuse the situation--"I'm not here to play nice and make friends"--makes his feelings clear...supposedly. His quirk is incredibly strong, and he's the son of the number two hero (who's kind of an asshole himself), which frequently makes people misunderstand his behavior, thinking he's a snob who considers himself better than other people. In all honesty, most of the time Shouto doesn't notice their negative reaction to his behavior, and if he does he doesn't really care. The facts are the facts, and if the facts hurt your feelings then that's a problem for your feelings, not the facts--though he is working hard on trying to develop some kind of tact. He's also got a tendency to take things incredibly literally, and is so earnest and direct it can occasionally cause secondhand embarrassment. It's a trait he shares with Bakugou, in a way, but while for Bakugou this kind of talk is just as much taunting as it is a statement of his own prowess, for Shouto it's literally just a fact, and he is subject to the facts as much as anyone else. When he said that to Midoriya and Kirishima, it was true. He didn't come to UA to make friends, he came to UA to learn all he can about being a hero, to graduate and to go on to become a pro who could surpass his father without using his father's quirk at all. Making friends didn't factor into that plan. However, eventually--later on in that very same festival, actually, when he's facing Midoriya in the finals--he gets his first glimmer of an idea of what part other people can play in a goal like that, and how maybe not only don't you have to do everything on your own, but some things you can't do on your own. This is something that takes him some time to process properly, since it's a very new idea and he's been taught that he doesn't need anyone else since he was a child, but that same focus on the facts here also is an advantage. He owns his faults where he's forced to recognize them, and is often much harder on himself than anyone else could or would be, and so will try even harder to learn from his errors and overcome them. This doesn't just apply to his physical strengths and weaknesses, but his own faults as a human as well. He frequently pushes himself to his limits, and takes blame for things that aren't necessarily his fault, berating himself for choices he could have made better and replaying events after the fact, a trait he shares with Midoriya. Also like Midoriya, Shouto is incredibly intelligent and approaches his academic training with the same seriousness he approaches his Quirk training, and placed 5th in his class midterms, only falling behind class representative Iida, top student Yaoyorozu, Midoriya and Bakugou, and yet despite this intelligence he frequently will jump to the wrong conclusion based on available data (like noticing the connection between Midoriya's ability and All Might's, but then assuming Midoriya was All Might's secret love child).
Below that cool, competent exterior, however, Shoto is all fire: he's passionate about his ideals, and driven in pursuit of his goals, though the way he pursues them is slowly changing and evolving. He still wants to be a hero. That hasn't changed since he was three years old watching All Might on TV. He wants to save people, wants to help people, and he believes with his whole heart that it's his calling. But instead of simply wanting to be a hero to spite his father, instead of wanting to completely suppress the fire quirk he inherited from his father, he's learning that in order to be the best hero he can be he needs to accept all the parts of himself, and to let other people with that same goal into his life. He doesn't make friends easily, not really knowing how; you can see it with his frankly catlike dismissals of Inasa's clumsy and enthusiastic gestures of friendship, saying he'd rather not try and force it, but just as obviously showing by still continuing their conversations that the dismissal comes from a place of uncertainty and vulnerability (just as much as it comes from being a quiet introvert suddenly faced with a big loud enthusiastic puppy of a teenager who wants to be BEST FRIENDS.) When you look at the incredible strength of his quirk, his general appearance (being one of the tallest students in his class without a physical/body modification Quirk, with the kind of body that comes from a lot of intense work and a prominent burn scar over the left side of his face) and the fact that he's been subjected to intense training and isolated from others for the last decade of his life, it's very easy to forget that Shoto is only 15 when he starts at UA, and is in fact one of the youngest students in his class. He's still a kid, just like his peers in many ways, though honestly he just isn't sure how to actually make friends or talk to people outside of only the roughest context. He's got an incredibly high competitive drive, and is constantly striving to be the best, both to show his father not to take him lightly but also because he holds himself to an incredibly high standard, feeling responsible in large part for the suffering of his mother during his childhood. It's sometimes difficult to connect with his peers because of that, too; learning how to keep a competition friendly, and also not being certain which parts of his behavior are him and which are a result of his upbringing.
He still feels bitterness and resentment towards his father for the physical and emotional abuse he subjected both Shoto and his mother to, and at first vows to become a hero without ever using what he calls his father's fire quirk just to spite him, but over the course of his developing friendship with Midoriya, Shoto is learning to come to terms with that half of his lineage, claiming his fire for himself and finding motivation in other places besides just the drive to surpass his father. He never blamed his mother for the burn she inflicted upon him as a child, but didn't visit her in the hospital for years out of a sense of guilt, for being the 'reason' for her psychotic break and his father's abuse, but has also recently begun to reconcile those feelings as well. Honestly, it's going to be a very long time before he really comes to terms with his father, if it ever even happens, as he admits himself to Enji after a particularly disastrous family dinner. He may be able to find the hero Endeavor admirable, even amazing, but Enji as a man and a father is a different matter. It's hard for Shouto to let things go and move on; in a very real sense, he's still afraid of getting burned. It's hard to break down walls you've built for ten years to defend yourself. But he's learning to let his own fire shine through, and to speak up and out and be less afraid to volunteer his thoughts and feelings.
Often, his greatest strengths are also his biggest weaknesses. His analytical skills are very strong, meaning that Shoto is incredibly perceptive and often able to find the heart of an issue or a tactical solution to a problem or conflict, but his inability to take other peoples' motivations into account or obliviousness to most signs of their feelings (reading facial expressions, understanding body language, knowing that you're not supposed to just SAY you're better than someone else even if you objectively are by any metric that counts in the current situation) often leads to more harm than good. Any concerns or revelations are voiced bluntly and openly, if he bothers to talk about it at all instead of just acting on his own. Sometimes--much of the time--there's no point in talking about it when you can just solve the problem yourself as efficiently as possible. Teamwork is something that has taken a LOT of work and a few life-or-death situations to adjust to, and his default is still going solo. But he is improving. There's a clear pattern of growth from Shouto dismissing his partner Shouji during their very first classroom training team-up and simply winning the capture-the-bomb scenario alone by freezing the entire building and then making a flippant comment to his opponent, to Shouto fighting alone when the League of Villains attacks the USJ, not even realizing Hagakure was also there and being relieved he didn't accidentally hurt her, to responding to Midoriya's SOS in Hosu when he and Iida were fighting Stain the Hero-Killer and relying upon the quirks of his classmates, to yet another class team-up with Yaoyorozu but realizing after attempting his own plan that he needs to rely upon her plans and skills also, to outright volunteering to join Kirishima as he plans to rescue Bakugou from the League of Villains, to not understanding why Inasa was picking a fight during the provisional license exam and letting his own irritation get in the way of the goal, to coming up with the perfect way to win over the elementary school kids they're faced with during remedial training utilizing everyone's skills--especially Inasa's.
In honesty, Shoto's behavior actually becomes a little less mature as the school year progresses. Thanks to his friendship with Midoriya, and the relationships he's slowly building with his classmates such as Iida, Kirishima, Yaoyorozu and even to a degree Bakugou, and of course other teens such as Inasa, Shoto is learning to 'thaw out' to some degree, revealing a very wry, sardonic sense of humor and a flair for the melodramatic. Once he's decided he's someone's friend, he's dedicated 100%, and won't hesitate to step up to their defense, whether that means joining a half-cocked rescue mission to save a classmate he doesn't even like (Bakugou) from the League of Villains, taking an internship with his father to learn how to be a better number two, or literally calling the dog-headed chief of police of Hosu a mutt because he's chiding Shouto's friends. He's doing his best to catch up with emotional development in a healthier environment than he's grown up in, and while there are still plenty of stumbling blocks he'll face along the way, overall, Shoto Todoroki is an incredibly passionate, dedicated individual who at his core wants to become a hero not just to be better than his father, but to help people and show them what being a hero truly means. While he has trouble letting go of his past, continuing to struggle with his abusive father and traumatic childhood and the marks both physical and emotional that these have left on him, he strives to look towards the future and pursue his goals with all his heart, learning to rely not just upon himself but on the friends he's making and the supportive adult role models he now has in his life.
